Dan Raudebaugh, Executive Director - Mr. Raudebaugh is responsible for all aspects of the organization, including management of membership activities, research and project development, and outreach on behalf of the organization.  He oversees a staff of ten professionals and has managed a portfolio of more than $206 million in cost-shared research and demonstration projects and programs, including community-based transportation solutions. In 2006, Governor Sonny Purdue of Georgia appointed Mr. Raudebaugh to his Energy Policy Advisory Council, where he served as an expert on hydrogen and fuel cell technology. Mr. Raudebaugh was also called to provide expert testimony to the United States Senate regarding how new transportation technologies can help address the country’s energy needs at the Technology, Innovation, and Competitiveness Hearing in June of 2006. Mr. Raudebaugh earned a bachelor's degree in Mechanical Engineering from Georgia Tech.

Erik Bigelow, Project Manager, Technology Development - Mr. Bigelow has nearly a decade of high-quality project management experience. He has been responsible for a wide range of project functions, from research and design to managing key offshore supplier relationships to orchestrating ongoing quality and improvement initiatives. Since joining CTE, Mr. Bigelow has assumed the management of several advanced vehicle development projects, including a methanol reforming fuel cell powered transit bus and development of a lower cost fuel cell hybrid transit. He graduated with a bachelor’s degree in Mechanical Engineering with high honors from the University of Texas at Austin. He has also been involved with electric vehicle advocacy in Austin and Atlanta, using his converted Volkswagen to showcase clean, electric drive technology.

Jenny Boone, Communications Director

Steve Clermont, Senior Project Manager - Mr. Clermont has over seventeen years experience in management and consulting in accounting, finance, human resources, and information technology, including information systems and organizational strategy, enterprise systems software design, development and implementation, and management of global enterprise resource planning implementations.  He is an experienced program director with oversight of complete project life cycles supporting the implementation of very large, complex business/IT programs requiring significant enterprise coordination & stakeholder management.  Skills include Relationship Management, Planning & Estimating, Tracking & Oversight, Issue & Risk Management, Project Reviews, Status Reporting, Conflict Resolution, Process Re-engineering, and Financial & Resource Management.

Ryan Fritz, Co-op - Mr. Fritz is a student at Georgia Institute of Technology.

Emily Gray, Project Manager - Ms. Gray supports the measurement and evaluation of TDM programs on behalf of the Georgia Department of Transportation.  In this position she coordinates the task involved in the administration, development, implementation and analysis of transportation related survey efforts. She is also responsible for the collection and analysis of performance data from program partners reporting findings to program managers and decisions makers in order to assist making appropriate decisions for funding, program focus and resource allocation. Ms. Gray holds a bachelor’s degree in International Affairs from the University of Georgia.

Jason Hanlin, Director of Technology Development - Mr. Hanlin is responsible for the organization, development, management, and promotion of technical projects and programs for CTE.  These projects typically involve development of electric, hybrid-electric, and fuel cell vehicles and associated fueling infrastructure. During his professional career, Mr. Hanlin has been responsible for the initiation and management of more than $20 million in advanced technology projects for private, federal, and state sponsors.  Mr. Hanlin earned a bachelor’s degree in Mechanical Engineering from the University of Tennessee and a master’s degree in Mechanical Engineering from Georgia Tech while specializing in the Design Research discipline.

Lauren Justice, Project Manager - Ms. Justice has managed numerous projects aimed at implementing or evaluating clean transportation initiatives.  In this role, Ms. Justice is responsible for leading all aspects of project management including budgeting and contract management, selection and oversight of outside contractors, client contact, and required project reporting.  Ms. Justice is also responsible for performing many research and analysis duties related to evaluation of advanced transportation projects.  Ms. Justice managed the previous 2009 Worldwide Report research project for the NFCBP and successfully completed a significant proportion of the project research in addition to the rider survey effort and project management.  Ms. Justice holds a bachelor’s degree in Environmental Studies from Emory University and a master’s degree in Interdisciplinary Ecology from University of Florida.

Mindy Kao, Co-op - Ms. Kao is a student at Georgia Institute of Technology. She is working towards a Bachelor of Science in Environmental Engineering, and is planning to graduate in December 2013.

Will Manget, Project Manager

Wendy Morgan, Senior Project Manager - Ms. Morgan leads the TDM research and measurement program conducted on behalf of the Georgia Department of Transportation. Ms. Morgan has almost 10 years experience with this project and is responsible for all aspects of project management. As part of this project, Ms. Morgan is involved in the activities undertaken to quantify the benefits of TDM, including survey development and implementation and data collection and analysis. She also participates in regional TDM policy committees and provides guidance on TDM activities and strategic direction for program implementation. Ms. Morgan also provides support for the Clean Cities – Atlanta program aimed at reducing the nation’s dependence on foreign fuel through the promotion of alternative fuels and other technologies aimed at reducing fuel consumption. Ms. Morgan holds a bachelor’s degree in Politics and Sociology from Wake Forest University and a master’s degree in Urban and Regional Planning from Virginia Tech.

Cullen Nicholl, Co-op - Mr. Nichols is a student at Georgia Institute of Technology. He is working towards a Bachelor of Science in Industrial and Systems Engineering, and is planning to graduate in May 2013.

Elaine Olivares, Project Manager, Technology Development - Ms. Olivares provides support on a variety of technical projects.  Prior to joining CTE, her work focused on mobile emissions analyses to support transportation-related emission reductions within the Atlanta region and air quality planning of transportation conformity detailed forecast emission inventories. Ms. Olivares also has experience in engineering support in the aerospace sector. Her educational degrees include a bachelor’s degree in Mechanical Engineering from the University of California Riverside and a master’s degree in Environmental Engineering from Georgia Tech.

Hailey Sykes, Co-op - Ms. Sykes is a student at Georgia Institute of Technology.

Jules Toraya, Project Manager - Mr. Toraya manages Atlanta's plug-in electric vehicle readiness strategy and is developing a plug-in electric vehicle readiness template for municipalities throughout the Atlanta metropolitan region to implement. His efforts recently resulted in securing $545,000 from the Department of Energy's Advanced Vehicle Development Program. His primary responsibility moving into 2012 will be to coordinate local public-private partnerships in order to create actionable plug-in electric vehicle deployment plans across a tri-state region (Alabama, Georgia and South Carolina).
